Taken from a forum where I started 'The 11:11 Phenomenon':
could it be we have noticed the time previously without really taking it in, while busy, and count down the time to a double number displaying? I don't think it is caused by the time being spooky, as then we would have clocks with hands doing the same thing. If we do it again, we shouldn't be surprised as we will be remembering the last time, and again ticking down in the back of our minds to the 'magic display'.
It may be related - the ability to wake up at the exact time you should in the morning. I only use an alarm clock if there is a really important event to get to. But no one should be alarmed about this phenomenon.

I think maybe it's a false impression that you catch a 11:11 more often while looking at your watch. Couldn't it be possible that you just remember a time like this better than say 11:34. If the 11:11 comes up again you might remember that it came up before whereas a 11:34 is forgotten immediately. What do you think of this theory?

There is a theory by some 'Light Workers', 'Mediums', etc that numbers are communications from higher guides and angels about our lives. If we particularly see a number or are drawn to it three times say, we are meant to note it's importance.
Doreen Virtue has written a book on it. Someone once told me that my house number meant everything falling apart to be rebuilt and from what has happened in the last few years this has been true.

There are numerous theories.... btw, there are some simple criterions to recognize "good" (valid) theory. They are pretty simple and it's good rules: to check any theory before detail studying ...just try to do it Personally, i guess it's just a feature of human cognitive system: to b "tuned" for unusual info selection...it helps us to survive... and can take us some emotional (or aesthetical ) impression(s)...nothing more.
But there is one more aspect of this "problem"...In some sense, we live in own personal (subjective) reality (each person i mean) cause we have own sensor info/emotions/rational thinking/cultural background etc...so if you believe in UFO/ghosts/torsion field/God/latent sense of coincidencies... (or someth. else) then you give some "existence" them...you turn them to reality. Personal reality of course It isn't bad or good, just a feature of our mind. By the way, it can make your life pretty passionate and sophisticated, so i think it's positive way (generally)..but it should b used in homeopathic amounts of course cheers
